The crisis stems from a collapsed deal with property developers, which was intended to secure the club’s future at their Earlsmead ground.
The Broken Promise
According to Clouting, a deal was struck in the summer of 2025 to sell the ground to developers. In exchange, the club was promised a two-to-three-season “grace period” to relocate, with the developers funding the football budget during this transition. However, the first critical payment never arrived, leaving the club in a precarious position as they approach the new financial year.
Rising Costs and Community Impact
The financial strain is exacerbated by a significant hike in business rates. Clouting revealed that rates are set to jump from £1,200 to £1,800 per month—a 50% increase that the club simply cannot afford.
“If Harrow Borough is going to stay in the community… we can’t take a hit like that,” Clouting urged, appealing to local counselors for assistance.
